I strongly suggest all you do, is download the Windows 10 installation media ,iso directly from Microsoft, and just install it. You have not asked a question I feel I can answer, since what you want, is not possible. You can’t use a non-existent Dell recovery image. Everything you need can be downloaded by you, from Dell, and installed by you.
